"The Wooden City" & "Paya Rambla" win at URA's "Runway For Your Imagination"

SINGAPORE - Two entries from DEUS Bureau Principal Urban Designer Jon Carlo Alivio were awarded "Honorary Mentions" at the "Runway For Your Imagination" international design competition organised by Singapore's Urban Redevelopment Authority (URA).
The competition, which was launched in January 31, 2020, sought ideas and proposals from design professionals and students on how to transform an 800-hectare military airbase and its surrounding industrial estates into a highly liveable and sustainable new town that builds on its unique aviation history. Paya Lebar Air Base (PLAB),
which will progressively relocate starting in 2030, was previously used as Singapore's second commercial airport.
The winners of the competition, which ran until April 24, 2020, were announced on the 2nd of September, 2020 in a press release that was posted on the government agency's website. A total of 104 entries were received under three competition topics, with the jury selecting 14 winning entries in the various categories. The winning entries have also been posted online, available for public viewing until December 2, 2020.
"The Wooden City" was awarded under Topic 1: Concept Master Plan, where proposals were sought for visions of what the city of the future can be like in the next 20 to 30 years. "Paya Rambla" was awarded under Topic 2: Transforming The Runway, in which ideas were sought for the creative reuse of the 75-metre wide and 3.8-kilometre long airport runway.
The jury citation for "The Wooden City" commended the scheme for its "bold concepts for sustainable development, including the production and use of mass timber, adoption of renewable energy sources such as deploying solar pavers along the former runway, and addressing food security by incorporating productive landscapes" such as allotment gardens and regenerative farms into the master plan.
The jury citation for "Paya Rambla" commended the scheme for "creating a diversity of experiences and programmes adjacent to the runway, which is proposed to be kept in its entirety to commemorate the aviation heritage. At the same time, the various components of the new national park enveloping the runway aims to address the future challenges for Singapore such as food and energy resiliency."
The jury was comprised of a multi-disciplinary team of urban design, architecture, and landscape professionals from Singapore, including representatives from the URA, the Singapore Institute of Planners, the Singapore Institute of Architects, the Housing Development Board, the National Parks Board, and the Singapore Institute of Landscape Architects.
